2018 Municipal Election Financial Disclosures Available online

The Municipal Clerk would like to advise that all candidates are in compliance with the Municipal Elections Act Sec 88.25 Financial Statement Filing.

As per the Municipal Elections Act Sec 88.29 (11) Report by Clerk as soon as possible after April 30 in the year following a regular election or 75 days after voting day in a by-election, the clerk shall make available to the public on a website whether each candidate has filed a financial statement and auditor’s report, if required, under subsection (1). 2016, c. 15, s. 61, part.

As well, Municipal Elections Act Sec 88.33 (1) Application - by elector states an elector who is entitled to vote in an election and believes on reasonable grounds that a candidate has contravened a provision of this Act relating to election campaign finances may apply for a compliance audit of the candidate’s election campaign finances, even if the candidate has not filed a financial statement under section 88.25. 2016, c. 15, s. 63, part.

An application for a compliance audit shall be made to the clerk of the municipality for which the candidate was nominated for office, and it shall be in writing and shall set out the reasons for the elector’s belief. 2016, c. 15, s. 63, part.

The last day an elector can file for a compliance audit is Thursday, June 27, 2019

Hastings Prince Edward Public Health Well Water Warning

DO NOT DRINK WELL WATER in flood areas

The risk of contamination to wells is high in flooding situations. If you even suspect your well is impacted by flooding DO NOT DRINK THE WATER. This warning does not apply to municipal drinking water systems.

  • Use an alternate water source, e.g. bottled water, for drinking and other domestic purposes.

  • Test your drinking water once flood levels have receded.

  • Hastings Prince Edward Public Health can provide instructions on how to disinfect your well after flood waters recede.

Waste Management Update

Effective immediately the Marmora Landfill site will no longer be accepting mercury bearing lamps (fluorescent tubes, bulbs and other related lamps) for disposal.

Mercury bearing lamps may be disposed of at one of the upcoming Hazardous Waste Days;

  • May 11, 2019: 9:00 am – 2:00 pm (19 Bursthall St.)

  • August 24, 2019: 9:00 am – 2:00 pm (19 Bursthall St.)

In honor of World Water Day, let’s all take a moment to remember how important it is to protect our water sources. All water is part of the critical system that protects the environment, our health, the economy and our way of life.

The Municipality of Marmora & Lake encourages you to participate in World Water Day by sampling your well water and doing your part to protect drinking water supplies.

Around the world many people struggle to have access to clean safe water. We all play a role in protecting valuable water resources so we can have a sufficient supply for our daily needs. In Ontario there are many checks and balances to ensure our municipal supplies of drinking water are safe for drinking. However if you get your drinking water from a well it is your responsibility to ensure you protect your water supply and test it to ensure it is safe to drink.

The Health Unit recommends that you take preventative measures to protect your water supply and that you sample your well water seasonally to ensure it is safe to drink. It’s a free test and water sample bottles are available at health unit offices and at Town Hall.

What you can do to protect water sources:

  • Maintain your well: check that surface water is diverted away from the casing, the cap is a properly fitted vermin proof cap

  • Keep chemicals away from your well and surface bodies of water especially in flood prone areas

  • Don’t flush medications and chemicals down your toilet as these may make their way into water sources

  • Take advantage of household hazardous waste days in your community to properly dispose of chemicals and harmful products that may contaminate water sources

  • Ensure you maintain your septic system so that it does not contaminate surface or ground water supplies

  • Support nature’s water filters by not destroying natural wetlands

  • Dispose of animal waste in a manner that does not pollute water supplies

  • CONSERVE water as it is a precious resource

Public Health Alert: Drugs in HPE Region Have Tested Positive for Carfentanil

Hastings Prince Edward Public Health Warning

Hastings and Prince Edward Counties/March 20, 2019 – The presence of carfentanil in the Hastings Prince Edward region has been reported by Belleville Police Services. Two drug seizures made in Belleville have tested positive for carfentanil, and there have been at least two confirmed overdoses related to the substance. There has also been an increase in hospital visits related to opioid overdoses over the last few weeks.

Carfentanil is a very potent and dangerous drug, and has the potential to significantly increase the risk and rate of fatal overdoses. It has been identified locally in cocaine and heroin, but can be cut into any substance. Carfentanil can be fatal in a very small amount, less than the size of a grain of salt. The drug is commonly white and powdery, with an appearance similar to cocaine or heroin, although it can have a variety of forms. As it has no smell or taste, it is difficult to detect by people using drugs. It may be purposefully or accidentally added to many different street drugs.

Hastings Prince Edward Public Health continues to monitor overdose rates in the region. Residents are advised to be aware of the presence of carfentanil and fentanyl contaminated drugs in the region, be aware of the risks of drug use, and be prepared to respond to an overdose situation:

  • Know the signs and symptoms of an opioid overdose

  • Call 9-1-1

  • Administer Naloxone/Narcan (Lifesaver Kits)

  • Stay with individual while you wait for paramedics to arrive

  • Be aware that if an overdose is the result of carfentanil, more Naloxone may be required to reverse the overdose

Signs of an overdose may include:

  • Won’t wake up easily or at all

  • Breathing is very slow, erratic or not at all

  • Fingernails and/or lips turn blue

  • Body is limp

  • Deep snoring or gurgling

  • Pin point pupils

  • Vomiting

“Using drugs that could be contaminated with even a very small amount of carfentanil can be fatal,” says Dr. Piotr Oglaza, Medical Officer of Health at HPEPH. “If you use, don’t use alone and ensure you have a Lifesaver Kit. If you have kids, talk to them about the dangers of drug use and the risk of overdose.”

All residents are advised that Under Canada’s Good Samaritan Drug Overdose Act, if an individual seeks help for themselves or for someone else who has overdosed, they will not be charged for possessing or using drugs for their own use.

This Special Closed Session Council Meeting is held under authority of Section 239 (3.1) of the Municipal Act for the purposes of Educational or Training Sessions.

The meeting will commence at 9:00 a.m. and will consist of a tour of the infrastructure located in the Municipality of Marmora and Lake.

This meeting is closed to the public.

2018 Drinking Water Quality Annual Reports

The environmental services department is pleased to report that in 2018, the Marmora Drinking Water System received an Inspection Summary Rating Record of 100% following a focused unannounced Ministry of Environment and Climate Change (MECP) inspection in January 2019.

 

Also, the Municipality of Marmora and Lake has released its 2018 Drinking Water Quality Annual Reports. These reports detail the water quality results from January 1 to December 31, 2018, in accordance with the Ontario Drinking Water System Regulation (O.Reg. 170/03) under the Safe Drinking Water Act 2002. The reports contain valuable information pertaining to the treatment and sampling of the municipal drinking water system. Water Quality is monitored 24 hours a day, 365 days a year. These reports and inspections confirm the continued delivery of high-quality safe drinking water. Residents are encouraged to read the reports to learn how the municipalities drinking water is tested, monitored and delivered to your home.

Notice Of Construction

NOTICE OF CONSTRUCTION

Marmora and Lake Water Storage

 The water standpipe on Hayes Street serving the Village of Marmora is at the end of its useful life and requires replacement. A new standpipe will be erected at the present site and the existing standpipe removed. The new standpipe will include a new adjacent building and underground chamber. In addition, a new watermain will be installed along Hayes Street, complete with new service lines to the property line.  

Construction on Hayes Street is expected to begin in late March and conclude in November. The construction work will primarily consist of rock breaking, road reconstruction, the construction of the new standpipe, new building construction and the replacement of the watermain piping along Hayes Street. While the watermain replacement is taking place, temporary water services will be provided to the homes on Hayes Street. Residents will be contacted prior to the connections being made.

A preconstruction survey is to be conducted by the Peto MacCullum Limited (PML) on houses with the affected area. PML will contact affected residents to set up an appointment. We recommend that you schedule a time for inspection directly with PML.

The 2019 municipal budget is available for viewing on the Municipal Website; hard copies are available for sign out at the Library and Municipal Office. The public are welcome and encouraged to attend to express their views on the budget.

Notice of Significant Weather Event in Marmora and Lake

After reviewing weather reports, and observing the current weather conditions, the Municipality of Marmora and Lake is declaring a significant weather event in the municipality, as defined within the Minimum Maintenance Standards Regulation Ont 239/02.

During the significant weather event, the Municipality of Marmora and Lake is advising motorists and residents to use extra caution as the municipality may not be able to meet its maintenance standards for roads and sidewalks due to the heavy snowfall expected. The declaration will not change how or when the municipality performs its winter maintenance operations. However, it may take the municipality longer than usual to bring the roads back to a state of repair. Public safety is the municipalities top priority. The Municipality of Marmora and Lake will provide updates, when the significant weather event has ended.

Used Tire Program Update

The Ontario Tire Stewardship (OTS) has been directed by the Ministry of Environment, Conservation and Parks to wind-up the Used Tires Program. Due to these changes, tires will not be accepted at the Marmora Landfill site after January 25th, 2019.

Please stay tuned for a designated tire collection site near you.

RE: PARKING RESTRICTIONS

Please be advised that Section 2(a) of by-law number 2002-013 prohibits any person from parking a vehicle in the Municipality “between the 1st day of December in any year and the 31st day of March in the year next following on any highway or street within the Corporation between the hours of 12:00 midnight and 7:00 a.m. in the morning.”

Your co-operation in adhering to these provisions would be appreciated as violations of the by-law could result in the removal of the vehicle and/or a fine of $300.00 exclusive of costs for each offence.

The Council of the Municipality of Marmora and Lake will be holding a Special Closed Council Meeting on Wednesday, November 7th, 2018 at 9:00 a.m. at 12 Bursthall Street, for Council Orientation and Training under Section 239 (3.1) of the Municipal Act, Educational or training session. A meeting of Council or local board or of a committee of either of them may be closed to the public if the following conditions are both satisfied:

  1. The meeting is held for the purposes of educating or training the members;

  2. At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision making of the council, local board or committee
